It's somewhat similar tho. Just like how many western governments were barred from China except Macau and Hong Kong; so too are a decent amount of western governments barred from South America.
However, the more I think about it, the more unlike they seem.
Hong Kong got its success because it acted as the business face of Asia until the other tigers woke up and cities like Singapore got a piece of the action. Honduras is far behind, there are already investment vehicles like Panama, Costa Rica and Brazil that offer a lot of financial services to the region.
