The latter are not going to hold themselves to high standards. For them it's really every man for himself.
The first category though... well, I would rather have them then almost any religious group.

I find the argument of religious (aka, delusional) people being of "good quality" to be hilarious. Not only does every religion I've ever seen teach insane enough things that in order to be a "believer" you have to ignore large sections of scripture outright (lest the other believers think of you, accurately, as being insane)... but ultimately you're arguing that following a certain set of morals is what you like, not that the religion itself is good.
You need not believe in the easter bunny to follow a moral code.
