So you will be able to surge spells in only a few hits, great idea.
We all know DF is broken we all know surges sux ass, we all know bunnyhopping is broken mechanics etc etc etc etc etc etc etc etc etc... plz read back 2 years back on forums an you have the same posts as this thread suggests.
DF promo days is trying to get population back so we can have have some fun in the old version. What is your suggestion let us change the game since the extra xp is wrong because surging spells sux...
time to wake up and see the big picture....
The problem is that the surging mechanic is in essence random. Very similar to random critical hits in your normal MMO. If someone gets some random surges in a fight it completely turns it into their favor.
The game then relies on chance, something they said they would never do, rather than skill.
What we want is consistency. Let the skills stay at 100 and give some minor bonus to damage or something to that affect.

We've been telling them this for almost 3 years, and these skill boosts just make the game unplayable because of them.

It's all fun and games until the rest of the playerbase is given an opportunity to catch up. It might be a good change for PvP, but it still won't give you back your advantage.
