I'd say Hitler on Ice would fall under definition 2. Obviously, Mel Brooks made this after WWII, but it would have been a beautiful piece during the war.

Fiction designed to teach and spread philosophy. the only difference between it and propaganda is there is more truth in those two books than any other you can read...
