On a more serious note I guess that's because some governments give cash directly to governments just like corporations when they "donate" money often do. Or they simply call charity building roads to their own companies. This is alot easier than getting involved personally and plus you get more allies then cause the officials can take some cash for themselves.

Because to the government "Aid to Africa" translates to "Aid to the African government".Actually after those African Government leaders take their cuts, they use the rest of the money to make partial interest payments to Bank of New York Mellon Corporation, Chase, World Bank, etc...

So basically it's just a pipeline to give taxpayer money (and not just American money either) to major financial institutions and other industries involved in the World Bank.
