Does /discuss at the end of the initial post on a thread make people discuss harder?

I usually only see it as a placeholder for an actual position because the thread creator is too scurred of getting flamed if his personal opinion isn't the popular opinion.

It would be good to get the moderator perspectives on this; surely you guys in your untiring, loyal duty to 'clean' up forumfall encounter this on to many occasions.
