It's not even a full-power test, and even when they do power it up to maximum, the particles will not be colliding any faster or more violently than what happens every second of every hour of everyday already. Particles are bombarding the earth all the time and slightly greater speeds than will be conducted at LHC and nothing happens.

The CERN project is just a way to replicate what happens naturally all the time in a controllable and highly observable environment to gather information. There is nothing to worry about.
