I read in the news today about a gang of kids trying to rob a 70 year old lady of her bus pass close to where I live and being held at knife point she said "fuck no" and walked away.

Partner could be anything at all. The report is telling me about the situation and if they fail to report specifically, the reader doesn't fully understand the situation. Partner could be like he was a friend that hung out with her alot, old people who don't want to remarry do that very often, find somebody they really like and just hang out with them alot, but don't marry. It could also be far fetched things, but thats not the point. The point is that I can't tell, and there's likely other people who wondered the same thing that read that story.

That's in american english. The british article was probably translated from a swedish article that used the word partner, over here partner can only be used of relationships where you're supposed to fuck each other.
