This is how it should be, it starts off with a myriad of odd and very smart crimes. Naturally people look to the joker. However they show the Joker in prison, so it can't possibly be him, however the joker is more than willing to take the blame. (Because even though the joker may not be the focal point of the next film you just can't act as though he does not exist.). Batman realizes that it can't possibly be the joker because

1. He is in prison
2. These crimes are too smart/concrete not messy to be him
3. These crimes are more driven by money than just sheer anarchy

Then out of no where Batman hears "riddle me this Batman..."

Enter Bane and all his backbreaking wonder.

In addition: I almost forgot all of the loyal Joker wannabes that should cause spurts of problems through out the city. They are loyal but unorganzed with their leader behind bars, thus they work in seperate cells each one not aware of what the other does so that no one cell can compromise the rest.


Also Harley Quinn is the head of one of these joker cells

yea the riddler's good which is why I included him in my sequel. The next movie was gon' be called "the trial of the joker" he would've been in it regardless of it being done before.


The joker must make an appearance because even though Ledger died yeh just can't act as though the joker did.

Personally, I'd prefer having the Joker recast (they did it with Rachel, and at least the Joker has the facepaint) and bringing in the Riddler.
Have them square off as adversaries in thier habitual toying of Batman and turn Gotham into the battleground of a three way war.

TBH, I think Jim Carrey could reprise his role as the Riddler. Sure, his first go around wasn't nearly as "dark and decreped" as is currently with Nolan's films, but he has grown as an actor substantially I believe.
