Seeking a specific online poker client

I have been trying to find a online poker site/client that will let me make private rooms with play money. I have looked into all the mainstream sites partypker, full tilt, pokerstars, yahoo, msn.

Anyone know of any poker sites where I can set up private tournaments or tables?

In eve online there is a player run poker website. It has multiple rooms, tournaments, etc.

You could probably use the same client for your needs.

Just program your own. It'd take all of 3 hours, assuming you decide to hand draw the graphics.
