I know this has been sugested before as bubble chat boxes, but I much prefer just floating text chat without a bubble. If Ultima Online could do this same thing over 13 years ago - Darkfall should be able to easily do this today.
No one reads Public chat and if they do it is centuries late because you are too busy with other chat panels. Floating text above a character's head does several things to improve the game:
1) It may make those who are talking willy nilly in public more noticeable. Off in a distance it may make someone easier to spot. If you risk a public discussion this should occur much like a shout would draw attention in RL.
2) The biggest advantage is that it makes the game much more social friendly - and even unfriendly if you consider taunting your enemy.
3) You can have an option not to see any floating text to appease those who do not like it or if too many players doing it would lag out someone's computer.
4) It just feels more natural to see your and/or other's text speech and who is doing the speaking. Essentially, the game will feel more "alive."
