Use the skill on a corpse and it will tell you how long ago it was killed, maybe even go as far as to tell you what direction the player went after the kill.
Proposed layout:
1-25: Accurate within 10 minutes
25-50: Accurate within 5 minutes
50-75: Accurate within 3 minutes
75-100: Accurate within 1 minute

Unfortunately I think this suggestion is pointless. With a 1 minute headstart a player can easily get away from any other player. Longer than a minute and it is pure blind luck if you see the player again.
I suggested a more complicated idea for the same skill but it got about as much interest as the invention of a waterproof teabag.

I propose a different kind of tracking skill:
Players must go to the new tracker npc in town to set who they will be tracking and to get a 'lead'. It will cost them 1000g each time they set a new lead.
Then they must use their tracking skill which would be similar to rage in cooldown. (20 minutes?)
Skill Level Results:
1) Tells you if they are logged in or not
25) The direction (NSEW) is highlighted for 10 seconds.
50) Puts a dot where they last banked on your world
75) Highlights the region they are currently in on your world map
100 (surging)) Puts a dot on your world map for 10 seconds
The fail rate should be fairly high and constant throughout so that you only really succeed 1/2 the time except when surging (100% chance then). You will fail 50% of the time at 1.0 skill and at 99.9 skill. Skill level determines the quality of the track not on your fail rate. No skill gains on fails.
This would make man hunts possible where whole clans all use tracking to hunt down a player in real time. This could be useful in battle so enemy generals can track other generals and get an idea where their armies are positioned.
If you think this is too powerful then there should be an extra factor:
DISTANCE
The further you are from the tracker the worse the quality of the track will be despite your skill level.
So, if you have 50 skill and track someone who is literally on the other side of the map then if you don't fail you will only get information on whether they are online or not. At 100.0 skill this would still happen to people say on Yssam and Rubyait or even Ruby and Niffleheim. Thus, unless you are in the same region as the person (read: willing to go to their region) you can't sit back spying on them for someone else.
Note: Players should get a note when they are being tracked but it shouldn't tell them by who.
