I like the idea of giving noobies some protection for a certain amount of hours. It sounded bad at first until I saw that you found a way to make it so it only lasts in the newbie areas (so it can't be used for scouting) and only works for a new account.
These are interesting changes and should help the new guys but I also think there are a few other things that new players could use when they make a completely new account. And here is another addition that would help I believe:
Starting kit. Give the new guys a few R0/20/30/40 weapons. They are dirt cheap. Also give them some banded armor and food to start out with. If it's a completely new account then there would be no threat of people remaking characters to create a huge amount of these items. It would help the new guys a little bit.
PS: Also make goblins drop harvesting tools for newblets.

I think a newbies should be given a newbie starter kit as well, but after completing a quest or something and it should only be like 5x (r0 bows, r0 weapon of choice, r0 staff), 100 arrows, the armor and food you said. Higher ranked weapons would just be wasted.

I think the minimum should be: a r00 weapon of Racial preference (of Racial R80 type, so they can start Skilling right away), 20 arrows (so bows can be used), 1 Starter Weapon change (to gain Starter weapon of choice), and a set of clothes: Common pants, Common shirt, Shoes. (What kind of perverts forces people to run around naked from the start?;))
No "starter set" should come with loads of arrows, gold or reagents though, that would be possible to be exploited by restarting constantly to for example give 100 Starter Gold to another character. (20 arrows is pushing it, but acceptable as it cannot be quick-sold in NPC vendors for any Gold worth mentioning, and is not really enough to make any serious money, as they can be bought for 40 Gold from NPCs.)
More Starter Quests explaining all parts of the game should be good having though, to give Newbs more free equipment. Having a "Training Sergeant" NPC explaining the basics in a few excercises where he give more free Starter Weapon slots and slot-changes at quest-fulfilment, and maybe some Padded Armour and lowrank weapons, Arrows & Shields, would be good. Then you only need to give Starter characters some clothes from the beginning. And instructions to go see the "Training Sergeant, with a Quest Waypoint there, or something. (Is possible to disband quest, but will be fairly worthwhile to quickly get a tarting set & extra slot for free, so even those restarting would want to do them.)
What is most needed is however easily accessible NPC Vendors selling those dirt cheap low-rank Playermade weapons. Will also give budding Crafters a outlet for their grinding items, and remove the need for people to be self-suffcient as convenient outlets are available. (Is otherwise just easier to slot some Crafting to keep oneself outfitted than finding smeone over the chat who you are to barter with, as that will outfit you for a theoretical lifetime.)
What is needed for Newbie Protection, is not any Invulnerability period. We simply need an Alignment system that works properly. As it is now, the Alignment system is used by Griefers against Newbs.
