I found out I can scroll through my hotbars if I manually bind it to AXIS_Z_0 using /bind.

Is there a way to do the same thing with clicking the mouse wheel?

yes.

Download/go into your mouse program, change your mouse wheel to something like f1 (or any key you want really), and then just bind that key to whatever action you want.

The bindings editor in DF should automatically pick up a mousewheel press when changing a bind. Would be something like Mouse3, number may be different.

This, mine does anyway. Set right click to parry and mouse three to gui toggle.

The button yes, but I don't think you can get it to pick up the mousewheel scroll. I'd like to bind the scroll to the hotbar scroll command but i'm not sure what that command name is or the proper syntax of /bind. Not at home to try it right now, but I'm thinking it's something like:

/bind AXIZ_Z_0 Gui_Hotbar_Col_Scroll

Is that correct?

I bound both my mousewheel and mousewheel click without having to do a manual bind. Others have told me they can't do it though so maybe it's my mouse?

For the mousewheel click it worked just clicking it, for the scroll I had to scroll up and down as many times as I could before the timer wentout and it would normally bind after 3-4 seconds.

Does anyone have troubles with F1? I can't get my F1 to bind.
