Should I just start over?

I did the transfer thing and paid 14.99. Should I wait one day for my character or just make a new one? I only played 2 weeks at release. With leveling being much faster now, would it be better just to start fresh? I could probably put in about 10 hours today.

2 weeks is nothing. I rerolled after 3 months to change race, and I don't regret it at all.

So you are able to use the transfer option and then create a new NA character immediately?

Yeah. I paid the 14.99 immediately after the transfer. It let me log in right away and create a new character. I am at the character creation screen now.

Crucible just reroll in the different races until you get used to a race.

2 weeks at launch is probably about a day today.

I'd just reroll unless you really liked the char name you had picked.

I think your transferred character will overwrite your created one during server maintenance.

It won't overwrite it from what I understand. They said that if you have an existing character you need to delete him to transfer. They said it would not automatically do it for you.
