Just some interesting things i have found.
Supposedly an actual mib caught on video.

This video is absolutely wierd. The two people who enter the police HQ are followed by a third man--suddenly from out of nowhere. The shirt that the man with MIB wears has 'flowers' on it, but moments later it changes into a pale stripless shirt. Who is that man in black? could someone please check it out?

An interesting counter argument i found
Just a thought, if I were a government agent for a top secret government agency protecting a top secret government project would I dress so conspicuously that I scream "HEY LOOK AT ME!!!" and drive a black vehicle all over the place? The answer is "NO!"
Covert is covert folks, agents have a lot of lead way in what they wear and what they drive during cover operations and the last thing they would want is someone to be able to recognize them or draw attention to their selves. The key to mission success is to BLEND IN. Only the paper pushers and stiff shirts wear the suits, the line doggies know how to get the job done.
