This sounds like a failed RTS.

Judging from the fact that the OP mentioned "seeing" it, and the title, I'm guessing this is a documentary by Michael Moore or a similar liberal douchebag about America's education failing. Just a hunch though.
I looked it up and apparently it's a documentary by a liberal douchebag about climate change (http://www.imdb.com/title/tt1300563/). I was close.

If you're too lazy to bother commenting, why on earth would anyone else?

The Age of Stupid is the new movie from Director Franny Armstrong (McLibel) and producer John Battsek (One Day In September). Pete Postlethwaite stars as a man living alone in the devastated future world of 2055, looking at old footage from 2008 and asking: why didn’t we stop climate change when we had the chance?

I found it actually interesting and it makes you aware at how fucked up this Civilization and our (western) lifestyle actually is. Almost all footage is real footage.

It still sounds like an RTS game parody.

I pose a question. If the world is completely fucking devastated how is this man using a tv and video player? And where did he get all this footage from 2008?

He's an Archivist. It's not really bout that man, it's more about the footage that he shows you.

It's not about the footage he shows you, it's about the environmental paranoia that permeates from it.

Really, whats so wrong about trying to be environmentally friendly? Not even counting the "climate change" argument, there are countless reasons why we should attempt to cut down on emissions, and find more efficient fuels. For example, our current system is simply not sustainable as more and more people desire the luxuries (and resultant fuel and resource consumption) of the Western World. Imagine if half of the Chinese or Indian population began consuming like a typical American.
And then, what with the opposition to anything that advocates improving the environment? I think this is people playing political or party lines. Little do we realize, the world as we know it will not even be sustainable til 2050, simply because of the availability of drinking water. Yet, we brush that aside, and focus on sensationalist bullshit, things which are easy to argue both politically and in the media. Meanwhile, we let corporations take over rivers and lakes, using them for waste, or even worse, selling the water back to the locals at exorbitant prices.
Of course, you are a liberal-commie-douchebag if you support any sort of environmental action, and you are a conservative-gun toting-bible thumper if you don't, and we like it that way.

Actually, I do believe we need to work on better means of acquiring energy, fuel, food and water that can be used in a widespread and sufficient manner, but the fact of the matter is that even if we were to, which is the morally right thing to do, the world would wind up overpopulated, and likely "Dystopian", by 2050 anyway. So it all really depends on what you thinks better, a world with a low/minimally sustainable population with most/more of today's luxuries, or a world with "unchecked population control" and low quality of average living.
Of course I could be wrong, it wouldn't be the first time (The 3rd time, actually), but you can't honestly tell me that there's enough space on our planet to sustain a population with as many, or more, people at or above our current level of quality of life.
