If any of you hardy and humble gentlemen have studied the most basic of biology, you would agree to the principle of the "survival of the fittest". With the advent of civilization, this primary mentally has if not been eliminated, significantly changed.
Nowadays, the kind and noble folks in the government won't let this cruel fate that nature has bestowed upon us to take any effect. And that my friend, is why we have the social system.
It is said that the best contraceptive is education. Many people however, fail to either utilize this tool of progress, or can't utilize it based on mental deficiencies. And these people are given a nice stipend and are left to reproduce at a considerably noticeable rate.
Through their children, further lower-IQ, badly-raised children will be reared who will furthermore cause burden to the productive people's future generations.
I think most of us know that nowadays, highly-educated, highly-intelligent women are having less children, and likewise men as well although not to the greater extent as women. Meanwhile the lower-IQ(welfare or not) people still reproduce on a pretty significant number. If the rates are going like this, we can expect a lowering of IQ across the boards. It is already established that raising our nation through social means will not solve this since IQ is anywhere from 70-90% hereditary.
However, contrary to this, the Flynn effect has taken into account. James Flynn (who denies heritability and IQ, and the IQ test as a good measure) has studied the average IQ of people across generations, and found the raising of IQ equivalent to 3 points per decade. My regards on this matter is that the more cognitively demanding and high-tech society as well as the better education has raised this average IQ.
There is noticeable evidence however that this effect has all the more stopped since the 90s in developed nations, and may possibly be declining although I haven't come upon this yet.
Eugenics if practiced, can raise our IQ and solve the problem of the lowering of IQ. However, ever since the Nazis took hold of the idea (stolen it from the Americans of course), it has been deemed morally unacceptable. Had it not been for these "ubermenschen", we may possibly have had something like that going on today.
Eugenics does occur in one noticeable place however, and that being contraception via sperm donation. Many higher-IQed people such as doctors, lawyers, scientists and to a lesser extent, Noble prize winners, have donated their seeds of life. Their loin juices are usually in greater demands as compared to the sperm from other people. But this is still not enough to combat the rising trend in less smart people having sex.
So how do we combat this fall of the intelligent in favor of equality and happiness for the proles?
There has been talks of sterilization for welfare, which in my left-wing libertarian school of thought, would work the best.
A further program would be tax incentives for people with professional degrees(I use education as the discriminant since the current economic system would still let the less then genius people through) to have children.
