question about building cities

i haven't started the game yet, i am waiting for the NA server. I have a question before i start.

Can you just start building houses and buildings just anywhere??
if not, then how many spots or w/e that you can are there?? and are there going to be enough?

I believe the total count for holdings is 97, each of which can support multiple buildings (either a small hamlet or a full blown city). There's a definite sense of scarcity, but without that, we'd have no reason to take over other cities.
