To keep things fair I think there should be four servers - two in EU and two in NA.
Allow character transfers from EU1 to only one of the NA servers. On the other NA server everyone must start fresh. If you do that you don't need to delay the transfer process.
Also EU should get new server too so that European players get the same chance to start on a fresh server with no transfers from EU1 allowed.
