Buy skill with buffed stats?

are you able to buy skill, that require stats you only have with with magic items, buffs and so on?

It works sometimes. Buffed stats don't work for str/vit/dex/qck/wis/int , or direct HP/Stam buffs, but if you gain max stamina from a quickness buff you'll get its benefits.
