Toughness skill's slow?

Got toughness yday, expected it to skill as fast as perseverance(maxed it in one week just regular playing) but it seem to skill really slow. Intended or bugged?

it gains by taking hits/losing health, same as perseverance gains by using stam

it gains by taking hits/losing health, same as perseverance gains by using stamYeah but seems alot slower, was standing at bindstone using sh for 3 hours and ppl hitting me constanlty and it raised from 21 to 22...
