apparently the no GM skill gains is just a visual bug. relog and you should see the increase

Yeah it's true. My greater magic is 54 and I have venom. But after the patch it was changed to 60 GM, but I still have the venom spell.

The game really needed that. Gives you something to look forward to a bit more often than every 25 levels, which was kind of annoying.
