Spell School Level

i would like to know what is relevant for the spell scholl level.

are the spell lvls somehow added, or is there just a number of casts needed in this school?

might save a lot of spell reagents if that would be known.

some spells level schools faster than others
im pretty sure it has to do with reagent cost/cooldown
