Enchanting weapons

When you're enchanting weapons with elemental damage to turn them into r70 weapons, does the rank of the weapon used matter? Some people say it doesn't matter if you use a rank 0 or rank 40 sword, others say it makes a big difference. Does anyone know? And if there is a difference, how big would it be?

Just durability, or damage as well?

I believe the durability, i;ve done several transmutes and that is all that I have seen change, but I have not tested extensively. Btw, anyone selling 2h Axe transmute? PM me ^.^
