Title kinda says it all really. If there are no reasources left in a node, can i still get stat and / or skill gains off it?

According to some old patch notes, no... but those aren't always accurate. Try it out, but probably not.

It is per success. You could have found this out by opening your stats page right before you started mining.

The numbers don't start to light up until you have succeeded in mining/logging.etc
