Rumor has it that you need Arcane magic first (75 Spellchant) and a few other requirements.

Not sure if that's true, but it's probably pretty likely.

Where to get it is entirely another story, as far as I can tell it's not even implemented.

That's what displays on the icon if you forge it in chat, but that may not be accurate.

The fact that there is no icon means it probably isn't in game right now... Also, keep in mind that they may change the requirements when they do add it in.

I've heard from a few different people who are generally pretty "in" on things that the requirement will be 75 Spellchant (AKA 1 Arcane).

besides the magic requirements, i also heard it's only purchasable from a guild city mage tower 2.0 or 3.0.... heard both so not sure which is true (if either). This makes me curious what other spells/skills are available only at the higher guild-city-version upgraded NPC's.

as for the forging files, i think he's just talking about copy pasting a file into notepad, then changing the skill name from like Fishing to Rune Marking or w/e it's called, then you paste it back and get the rune marking picture in your chat w/it's description on mouseover.
