Frailty - fires a missile inflicting a penalty to its target's resistances to all damage.

Although when hit with the ability it leaves a debuff icon, there is no actual effect that can be seen through the players stats or through damaging the target with the debuff.

Todays patch (March 27th) saw a lot of Necro and SpellChant tweeks yet a lvl 50 Greater Magic spell still sits broken?

resistance to all dmg might be lowering rigor? hit yourself with it and look at those stats.

That was a really good thought, but after testing it as well, it turns out that it doesn't affect them either.

But the Rigor stat in and of itself doesn't do anything. Once you hit 25 skill in rigor you gain a .1 resistance bonus in dmg types like fire resist, slashing. arrow, etc. Frailty clearly doesn't reduce those stats.
