As far as I know, none of buffs/debuffs work. Some have no visible effect, some apply a debuff that says "Your X has been reduced to Y!", and are reflected in target char's Stats window, but they still have no effect. So, as far as I know, no, Frailty doesn't work.

Most debuffs are actually working correctly, just most are still too low in stats and skills to notice much of a difference. That and you have to consider that if the debuffs ie. sluggish - withcraft debuff for quickness, if they are going to show a substantial change at low levels they would be OP when maxed out. Theyre probably at the range of like a 10% debuff to that stat and its uses when at high levels. So at low levels you dont notice much. Sluggish for example lowers your stats, if you look in the stat window it will be lower as well as your stam, ie -10quickenss is also -10 stam. Rends piercing debuff works and shows in window as well as adding damage. Frailty seems to be the only one I have tested that shows a debuff but has no dmg change. It could be that you wont even notice it til like50GM 50frailty or something because of the same reasoing that if you got a 10%dmg increase at low levels youd be blasting ppl when maxed out. I'm assuming things are balanced at end game, but if anyone has frailty and gm around 50 at that point if theres no change I'd assume its broken.

Sluggish, which reduces quickness by ~18 at lvl 1, reduces max stamina by the same amount. In other words, it works, but it's not exactly gamebreaking.

frality works but its not mana efficient to use at all.
