I held off on buying the weapons skill for 200G that "draws the enemy closer" cause im not completely positive that this is just a PVE taunt of some kind.
Can someone tell me for sure if there are any other benefits to it before i spend money on it?

I have it with my dude.

First - it is highly situational skill, 90% of the time you won't need or have any advantage of using it.

Info about it:
+ it got cooldown of ~4 secs
+ it requires stamina as normal attack
- it is very difficult to aim compared normal attack, since the fist part of the animation is actually 'preparation', and the actual hit is in the second (imagine you hook the target and then pull it towards you).
- target moves little compared to knock-back. In order to maximize the distance you have to hit the enemy while moving out of his way (he is pulled to you) or he will stop when hitting at you. If you do it right, he will slide past you.
- target slides instead of flying like knockback
- damage is the same as normal attack

Situations:
The situations you want the enemy to move backwards is really rare. Most of the times you will satisfy with knock-back in order to move enemies from bank vaults for example or away from ally.

Anyway seize have some uses, when you want to PULL your enemy instead of PUSHING him (in air). Also it provides more controlled forced movement than knock-back.

hmm many thanks, that pretty much answers any question i could ever have about it.

I suppose it is worthwhile seeing as if you do it right, it can get people closer to you.

has it got a slight range to allow you to pull runners back to you?

if you have got to 25 have you noticed any differences?
